When you go to Cartown Gas and Tires in Putt-Putt Joins the Parade, and wash the windows, Putt-Putt says "I can see again!" I thought he has eyes in the front of him, not on his window (unlike the Cars movies Putt & Pep)! Does he have four eyes? Putt: Confused

his wind-shield protects his vision, cartoons aren't perfect, I think his eyes are actually behind his wind-shield.

The thing is, in Putt-Putt Saves the Zoo, one of the lines in the "Welcome to the Zoo" song is "So wipe off your windshield so you can see", so maybe his eyes are actually behind his windshield like HumongousFan4 said, or he has four eyes. Putt: Confused Putt & Pep

On his unseen driver's license in Putt-Putt Saves the Zoo, Putt-Putt has 2 Eyes. Seriously. Putt: Confused
